The Prime Minister has recently issued Directive 18/CT-TTg on intensification of data connection and sharing to serve e-commerce development, which aims to strengthen the state management of e-commerce, business activities on digital platforms and cross-border business activities.

Under the Directive, the Government leader assigns the Ministry of Finance (MOF) to coordinate with relevant ministries and agencies in completely revising legal documents concerning e-commerce, devising at-source tax collection solutions to prevent tax undercollection, reducing tax-related administrative procedures, and strictly handling tax- and customs-related violations.

The MOF is requested to direct the General Department of Taxation in building in this year a tax administration database for performance of e-commerce and business activities on digital platforms in order to apply risk management methods in tax administration based on big data.

It will also have to formulate detailed plans on data connection and sharing with the Ministry of Industry and Trade, Ministry of Information and Communications, Ministry of Public Security and State Bank of Vietnam, as well as related agencies so as to strengthen the tax administration for e-commerce activities and provision of cross-border digital products and services.

Besides, the Ministry of Industry and Trade (MOIT) will coordinate with related agencies in revising policies and laws on state management of e-commerce, in which the sanctioning of violations related to information storage and provision will be intensified.

The MOIT will also be responsible for integrating e-ID accounts and applying chip-based citizen identity cards or population data for verification of persons or entities entering into e-commerce contracts via the Certified e-Contract Authority, and take measures to encourage e-commerce service providers to use e-ID accounts, chip-based citizen identity cards or population data for verification of their information on e-commerce exchanges.- (VNA/VLLF)
